Based on data in "Normalized Hurricane Damages in the United States: 1900-2005", Roger Pielke, Jr. et al.

It should be noted the damages presented here have been adjusted for changes in the population of counties affected by each hurricane, in addition to adjustments for wealth and inflation. This differs from the hurricane damage values presented elsewhere in the Extreme Weather Sourcebook. Most hurricane loss estimates are significantly increased by the additional adjustment for county population. More information on this normalization method and supportive reasoning can be found in the paper listed above.
